Kevin is OxWED’s Managing Director and his role is to lead the Masterplan team and secure planning permission for the development, whilst creating an exciting new mixed-use district for Oxford and driving value for shareholders. Prior to that, Kevin was an OxWED Board Director between 2016 and 2020.

Kevin has led his long established family property company (Minns Estates) since 1996 and has undertaken a broad range of development either directly or on behalf of joint venture partners, a diverse range of commercial, retail, residential, student accommodation and mixed-use developments, often with complex planning, community-related or legal issues.

In recent years Minns Estates has increasingly focused on development management work and this led to Kevin’s involvement in the Oxpens scheme from the outset when the OxWED Joint Venture was first established and the first parcel of land acquired from London & Continental Railways.
